The proposed amendments would prescribe new On-Board Diagnostic (OBD) emissions test standards and emissions testing equipment for 1998 and newer light duty vehicles, and prescribe two-speed idle (TSI) tailpipe test standards and emissions testing equipment for 1988 through 1997 model year vehicles. The current dynamometer test and emission standards prescribed in section 9 of the regulation would be revoked as of January 1, 2013. Also proposed is a change to the regulation to provide the Drive Clean Director the ability to enhance repair technician training and effectiveness.

The proposed regulatory amendments will ensure that the program continues to be effective in reducing harmful vehicle emissions of smog-causing pollutants such as nitrogen oxides (NOx), hydrocarbons (HCs) and particulate matter, as well as carbon dioxide, which is a greenhouse gas.

The proposed changes would modernize the current Drive Clean program to provide a more accurate inspection and increase the effectiveness of vehicle repairs. The proposed amendments are detailed below.

1) Eliminate the current Acceleration Simulation Mode (or Dynamometer) tailpipe test and emission standards and the fuel cap integrity standard prescribed in section 9 after December 31, 2012, and replace it with:

a) On-Board Diagnostic (OBD) test standards and OBD testing for 1998 and newer light duty vehicles registered in the Drive Clean program area, and require OBD training for all Drive Clean inspectors and repair technicians, beginning November 1, 2011.
b) Standards prescribed in section 8 and the Two Speed Idle (TSI) tailpipe test for 1988 through 1997 light duty vehicles and those vehicles that cannot be OBD tested, beginning January 1, 2013.

2) Allow enhancements to the future administration and delivery of the Drive Clean program including:

a) Authority over whether repair technicians who perform inappropriate or faulty repairs would be required to undergo additional training or be permitted to remain a Drive Clean repair technician.
b) Other Amendments

In addition to the environmental proposals detailed above, the ministry is also proposing the following administrative amendments:
• Removing obsolete sections of Ontario Regulation 361/98; and
• Assisting Drive

The emissions tests that are required every two years once a vehicle is five years old will be delayed until they hit seven years, government sources confirmed late Wednesday.

The government believes the technology has improved, in both cars and the tests themselves, to the point where starting the emissions tests at seven years is as effective as it used to be when the tests started at five years.

“It will save people money, and the pain of having to get their car tested,” said one source.

About 11.1 per cent of cars and light trucks fail the emissions tests, which cost about $30 plus HST.

There is also a $450 repair cost limit. If drivers who fail the emissions test spend that much to correct the problem they will be given a conditional pass for two years.

The formal announcement from the Liberal government of the updating of the Drive Clean program is expected within the next few weeks.

There will be other changes as well to eliminate situations where a vehicle is required to undergo two tests in two years, which can happen when a driver buys a car after having leased it, or when there’s a transfer of ownership within a family.

The government says Drive Clean, which started in 1999, reduced smog-causing emissions by an estimated 266,000 tonnes in its first 10 years. There were over 32,000,000 tests conducted on cars and light trucks during that time.

The Ministry of the Environment is phasing in new testing technology it expects will reduce emissions from vehicles by 20 per cent over what can be achieved with the current test.

At a recognition ceremony, Miles was presented with the car’s “birth certificate” (a certificate by a technician at the Stuttgart, Germany facility from when the car was built in 1990). He was also given a 1,000,000 km certificate, a 1,000,000 km pin for his lapel and one for his car’s grill.

“I will also hand over the 1 million — it’s not a $1 million cheque, that would be nice, too, but we’re a humble company — certificate that Mr. Miles and his car did together a million kilometres,” joked Marcus Breitschwerdt, president and CEO of Mercedes-Benz Canada, when handing over the certificate.

He commended Miles and the staff at the dealership for keeping the car in such fine order for the past 20 years. He commended the driver, saying that every 1,000 kilometres driven, a person is put in some sort of critical situation.

“A million is a thousand times a thousand, so at least a thousand critical situations crossed the path of Mr. Miles and he and the car, together, mastered it well.”

Miles bought the 300D model car brand new in 1990 at a different dealership. When he moved a few years later, the Oakville dealership became the most convenient location for him to continue getting service, where he has done just that for many years.

Because the insurance salesman, now retired, had a large client area to cover, he needed a diesel model car, which the 300D sedan is, to allow him to go that little further on a single tank of gas. He had about 2,500 clients in an area that ranged from Windsor to the west and Kingston to the south and as far north as North Bay and everywhere in between.

“I needed a car that was safe and I needed a car that would go a long distance on a tank of fuel. The diesel was the most appropriate vehicle for me,” he said of choosing the car model.

He also had some tips for keeping his car running so well for so long and it was a piece of advice he received from the Oakville technician, Peter Hagens, who has serviced the car for these years.

“He said your car is going to last a long time if you continually change the oil and filter in your car. It’s a simple little process,” he said.

And that’s what he has done. Furthermore, he has taken the advice of the technicians when they told him his car needed particular service. He also kept good care of it also while on the road, particularly keeping his speed levels lower.

Now that he’s retired he no longer travels 5,000 km per month. He also has no current plans to replace the trusty automobile.
